What is an EV Roadworthy Certificate (RWC)?
A Roadworthy Certificate (RWC) is a mandatory safety check required in Victoria when a vehicle is being sold, re-registered, or to clear a defect notice. For electric and hybrid vehicles, this process requires specialised safety protocols due to the presence of high-voltage battery systems.
An EV Roadworthy Certificate is not a comprehensive mechanical reliability check. If you are buying a used electric vehicle, we highly recommend booking a comprehensive pre purchase car inspection alongside your RWC to check the overall health of the high-voltage battery pack and electrical drivetrains.

Not every mechanical workshop in Victoria is licenced to perform roadworthy inspections on electric and hybrid vehicles. To receive the EV Category on a VicRoads LVT Licence, testers must meet strict state regulations. Advanced Accreditation: Our team has completed the specialised LVT EV Awareness training delivered online by accredited partner Box Hill Institute.
Mandatory State-of-the-Art Equipment: We have invested in the advanced safety gear required by VicRoads (detailed in Appendix 5 of the LVT Licence Conditions), including:
A calibrated Carbon Monoxide (CO) meter capable of detecting 35 parts per million (ppm) of CO in the air (essential for testing hybrid vehicles with internal combustion engines).
A high-precision Thermal Imaging Camera capable of detecting temperatures between 20°C and 400°C to inspect the high-voltage battery packs and electrical components for thermal risks.
What We Inspect During an EV Roadworthy Test
Under the strict VicRoads standards updated on the 1st of July 2020, we perform a detailed and fully compliant safety inspection. Our experienced technicians check all core safety aspects of your vehicle, including:
High-Voltage Battery and Cables: We check the physical condition, mounting, and insulation integrity of the high-voltage battery pack and orange cabling.
Braking, Steering, and Suspension: Inspection of the regenerative braking systems, steering linkages, and suspension components to ensure they can handle the unique weight distribution of an EV. (If your tyres are wearing unevenly, we can also perform a precision EV wheel alignment).
Wheels and Tyres: Ensuring tread depth and tyre conditions meet Victorian safety guidelines for the higher torque output of electric motors.
Windscreen and Windows: Checking for chips, cracks, and the correct operation of washers and wipers.
Vehicle Structure: Inspecting the body and chassis for rust or structural damage.
Seats and Seatbelts: Reviewing the condition and operation of all safety restraints.
Lights, Signals, and Reflectors: Full operational check of headlights, tail lights, indicators, and safety reflectors.
Exhaust and Emissions: (For hybrid vehicles) Ensuring the exhaust system is leak-free and compliant.
Mandatory Photography: As per VicRoads requirements, we take comprehensive photos of all aspects of the vehicle during the pre-assessment phase and after any required rectifications are completed.
Easy, transparent, and convenient for you
We aim to make your EV roadworthy inspection as stress-free as possible. All inspections are performed at our clean, modern workshop in Hoppers Crossing. While our certified mechanic inspects your car, you are welcome to relax in our comfortable customer lounge with a hot coffee or visit the local shops nearby.
After the Roadworthy Certificate Inspection
Once the inspection is complete, we will walk you through the results and explain what they mean in a friendly, clear manner.
If your vehicle passes: You will be issued a certified VicRoads Roadworthy Certificate immediately.
If your vehicle requires repairs: We will explain exactly what needs fixing and why, referencing the relevant VicRoads regulations. We will provide a fair, honest estimate of costs.
No surprises: We will never go ahead with any repairs or extra services without discussing them with you first and getting your clear approval.

John booked me in for a service the next morning and did a great job in doing the transmission service and scanned the vehicle resetting the transmission module. The most affordable place I've found in the area to get my car serviced. The staff are nice and communicative. The only issue I had, and it's a small one, was that on my last visit they didn't stamp my log book even though I'd left it on the seat for them to do so. I'll have to go back to get it re-stamped.

I recently received a low tyre pressure alert late in the evening when most service stations were already closed. Fortunately, I found Hoppers Service Centre open and decided to stop by. I had my car minor serviced and suggested repairs by the manager and with the total price of $3,262.00 you would expect the best service. I returned the car because it was worse than I took it there as it was not drivable and was told that to fix it I would need to pay $350.00 but when I requested to have it fixed promising to pay a deposit of $150 cash and the balance within a week, the manager refused saying the boss would not allow them to do that. I returned with my car which was not drivable, having paid $3,262.00 cash and still not better for it.

I had 2 of my cars serviced in the last 6 months. First car had 4 tyres replaced and log book serviced, got the Kumho offer for the tyres that was great value. Second car had log book service and AC regassed. Had to go in for a recheck of the AC street few days and was restored without issues and is working fine. The professional advice on repairs, transparency of costs and knowledge of the job are the 3 good reasons that build trust to visit again.

From the very start they have been professional and caring, and didn’t hesitate to take it in and have a look despite being short staffed. I contacted by phone to book my car in for a service and by the conversation it confirmed to my thought of genuine professional service. My daughter has been having her car serviced here, and having driven her car at times, I made comment how she has found a good mechanic, I'd stick with them! Communication when it's been in for a long repair, and the result very worth the long service. Providing my feedback to my husband who travels far for his vehicle service I suggested and advised I think (my daughter) has found a good mechanic (surprised) we should change only cos their local and finally found a good one. Highly recommended as we have not been able to find a reliable communicative and friendly mechanic locally who take pride in their professions.

I've been taking my Ford Mondeo (2012) to John and his team for a few service intervals now. Each time they have been very friendly and professional and most importantly, go the extra mile to provide great customer service. My last service was prompted by a large interval (read: Covid), and the Oil Service warning was coming up. John booked me in, the service was in a few days, and when I mentioned the Oil light he suggested I pop around so they could check and top up the oil to ensure the car was OK until the booked service date. When they replaced my Tires, he asked me to bring it back after a couple of weeks to double check the alignment. You don't get this kind of service everywhere which is why I'll keep getting my car service here.

First time I took my car in was to diagnose why the check engine light kept coming on. I was only charged a nominal fee to run a full diagnostic and was given honest feedback regarding the report. This was to not fix it at all and just run it until the car completely dies or buy a new car. It's a relatively old car so I agreed with this. Two years later and it's still going. My most recent visit was to change the front indicator light. Though I've tried to change this myself, on the Captiva, it's not that easy. Even for a skilled mechanic, I know it can take up to half an to get it done. I didn't have an appointment and I turned up during a busy period. Lucky for me, they didn't turn me away & got it sorted within 15 minutes. I was blown away! Thank you

Update: A substantial bit of engine re-work this time on the van restoration project (cylinder oil leak) & the guys were up to the job once again. The old van (at 575,000km) just got a new lease of life after another service and is pulling like a train through the hills of Gippsland after their great work The old 2.4t Ford Transit is just eating up those hills thanks to these guys Do yourself a favour and get your car serviced there - they're not fancy (no coffee machines and donuts while you wait) but they know their stuff, and are honest to boot.

I came to this establishment, after doing some research, after being quoted an exorbitant amount for a service with the brand garage. Since my warranty had expired on the vehicle I had no reason to continue to line the pockets of the manufacturer. I have an outlander and it's a good car, and very reliable due in part to the service which I receive from Hogans Service Centre. I'm so impressed with them, I've also taken my partners car ( golf Volkswagen) they did an equally amazing job, for a reasonable amount where as it's double the price at Volkswagen service centre. They are very thorough with their service. I usually drop our cars off in the morning and by mid day they give me a call to tell me what needs to be done immediately to ensure the car runs smooth. Hoppers Service Centre would have to be the best mechanical workshops I have ever been to. I left my classic muscle car with them for a Roadworthy check and was notified of the repairs required within a few hours. Not only did they give an extremely reasonable quote to fix what was required, they completed all repairs and my car was roadworthy that day. All the staff were great to deal with and I wouldn't hesitate to continue taking my muscle cars and daily drivers back for service/repair. Top service mate, Cheers

Changed 4 Kumho tyres on Saturday *** UNDER ONE HOUR!*** They gave me good price and were honest about price and stock. Pleasure to experience their service and customer service. Same scenario I had to wait in Kmart Werribee and after 3 hours+ no tyres were changed..

Great service, honest and reliable. Did a roadworthy with them and they were so genuine with the roadworthy and provided a great service. They were also quick to do the work, did the test, called this morning and fixed a few small items right away and picked up same day. No conning into fixing unecesary items like what I've heard from others. Highly recommend to go with these guys if you are looking to do a roadworthy for your car!

Great one stop shop to get your car serviced as well as have your tyres check, rotated and balanced or even a new set. I've been taking my car here for years and never had any issues with it or them, they have always had a cursity car for me (At no cost, I don't know why people complain about them they work and are clean and free). Today I got my vic plates which did not match with the screw holes on my car and I called John and was told to drive in. I was amazed by the quick service and got my pages fit in within minutes. I offered and insisted to pay, however was not charged for their services. This shows how genuine Lubr and John are and I would highly recommend hoppers Crossing services for your car service- not for free service of course but definitely shows that you will be given a great service at a genuine cost. Best mechanic here in Melb so far. John is awesome, always communicates with my husband over phone and all i do is drop off ride while he sorts out the rest. Easy as that. Always has a loan car available for me while car is getting serviced. Either an hour or a few days. Great service here.

Been going here for about 2 years after having my fill of dodgy mechanics. These lads have been honest, informative and accommodating. They are great with communicating and letting you know what your options are and what the costs will be. No surprises. My latest issue was a breakdown on the side of the Western Ring Road. They were smashed busy but they still let the tow truck drop off directly to the garage and they managed to find the parts and find time to get the car in around their existing bookings and get us back on the road within two days. Awesome service. Genuinely couldn't ask for better!

What a breath of fresh air from these really friendly and obviously highly trained Vehicle Mechanical Staff. All my needs on service's for my Ford Territory were thoroughly carried out and vehicle always examined above and beyond and I have had the Kumho tyres fitted for a reasonable price. I must admit that I have been with this business since it started and the staff just keep getting better. You can even eat off the floor and that speaks volumes! Reviews are worth nothing unless backed up and the staff may give out my Mobile number to confirm their excellent service and customer skills anytime.

This is my first encounter with these guys... And I've gotta say... I'm impressed with John's conscientious approach in getting parts and sorting out payment for work needed. I went to get road worthy certificate done with them, awesome location, very near to station (walking distance) but that wasnt the reason why I wrote this review. few car issues were fixed during the service, and had some issue with the rear wheel after 3 weeks of road worthy certificate service, called them up, John was fantastic, offer to have a look and even offer a loan car if the car need sometime to be fixed. they found that the breakpad was on the borderline and worn out prior to road worthy certificate 30 days elapse. they replaced it and cover the cost to honor the road worthy certificate. very happy with the after sales service. highly recommended.

Glen, John, Lube, Ravi, Sham and other guys whom I know by sight only are doing excellent job and until they work at Hoppers Crossing Service I will return there. After being told I had a cracked head gasket by another garage, with an estimate of around $3000 to fix, I got a second opinion at the Hoppers Service Centre. Turns out the head gasket wasn't cracked, just the thermostat housing which is where the coolant was leaking from. My car is now back on the road for under $300 and running beautifully!

Booking for a service was easy. Staff were friendly on arrival and was given a call to discuss options for some minor extras that needed doing for my approval. Being a female, in the past I often felt like I was being ripped off. They explained everything clearly so that I knew exactly what was involved in the service and extra's that needed replacing. If you're looking for a mechanic that will be honest with you and not take advantage look no further. I've been there twice now with issues where I was convinced something was wrong when it wasn't and he will not take advantage of the situation. If there is nothing wrong they will tell you so and won't charge you, and if something is wrong you can be sure that it will be fixed correctly and for a reasonable price. The service is also wonderful and was provided with a new loan car for the day. So glad to have finally found a mechanic I can trust!
